Meet the Team Behind Your Case
Mark A. Boyle has spent more than three decades holding insurance companies to their word.
As Managing Shareholder of Boyle Anderson PA, Mark has built one of Florida’s most respected insurance recovery practices, representing policyholders, individuals and businesses alike, when insurers fail to honor their promises. His practice centers on coverage denials, insurance bad faith, and the complex, high-stakes disputes that follow catastrophic losses and major construction defects.
The numbers tell part of the story: more than 50 cases tried to verdict, over 50 appeals, 60-plus arbitrations, and hundreds of coverage disputes across the country, including bad faith actions litigated on behalf of policyholders. But it’s the precedent Mark has helped set that defines his career. He was the attorney behind United States Fire Insurance Company v. J.S.U.B., a landmark 2007 Florida Supreme Court decision that, for the first time, allowed coverage for defective construction under commercial general liability policies. Nearly a decade later, he helped secure the Florida Supreme Court’s decision in Sebo v. American Home Assurance Company, reaffirming Florida’s Concurrent Cause Doctrine in first-party insurance disputes. Most recently, Mark served as insurance coverage counsel to the receiver in the Champlain Towers South collapse, helping deliver one of the largest construction settlements in U.S. history, in under a year.
Mark’s insight into insurance law comes not just from litigating it, but from shaping it. He has chaired the Florida Supreme Court Committee on Standard Jury Instructions for Contract and Business Cases, serves on the Judicial Nominating Committee for the 20th Judicial Circuit, and is a member of the American College of Coverage Counsel and the American Board of Trial Advocates. He also serves as a Florida Circuit Court mediator and arbitrator, giving him a rare vantage point on both sides of the table.
A frequent speaker at national conferences, from West Coast Casualty to the American College of Coverage Counsel’s Annual Seminar, Mark is regularly sought out to discuss emerging trends in construction and insurance law. His work has earned him recognition from Chambers & Partners, Super Lawyers (2012–2026), Florida Trend’s Legal Elite, Top 100 High-Stakes Litigators, The Wall Street Journal, and Miami Magazine’s Top Attorneys in Florida.
Mark earned his Juris Doctor from Stetson University College of Law as well as his Bachelor of Arts in History and Bachelor of Science in Natural Sciences from the University of South Florida. He is admitted to practice throughout Florida’s state and federal courts, the Southern District of Texas, Houston Division, as well as before the U.S. Supreme Court.
Amanda Anderson
Amanda Anderson joined Boyle Anderson, P.A. in 2011 upon graduating from the University of Florida Levin College of Law. She is the managing attorney of the firm’s Tampa office and in December of 2016, Amanda became a partner of Boyle & Leonard, P.A. She worked as a Law Clerk until gaining admission to The Florida Bar in September 2011. During law school, Ms. Anderson volunteered at Three Rivers Legal Services and worked as a summer law clerk at Russell T. Kirshy, attorney at law and the Mack Law Firm. Ms. Anderson has done various community service projects throughout Florida.
Ms. Anderson’s practice focuses primarily on the representation of business policyholders, typically contractors, relative to various risk transfer issues in the commercial general liability context, insurance claim presentation, bad faith, commercial and business litigation and appeals. Ms. Anderson is licensed in Florida and South Carolina.
Ms. Anderson is originally from Englewood, Florida and enjoys boating, fishing, and attending sporting events.
Molly Chafe Brockmeyer
Molly Chafe Brockmeyer is a Shareholder at Boyle Anderson, P.A. in Fort Myers, Florida, where she focuses her practice on complex commercial litigation, insurance coverage disputes, appellate advocacy, and civil litigation matters. Since joining the firm in 2013, she has represented developers, contractors, businesses, and individuals in state and federal courts throughout Florida and across the country.
Molly has extensive experience handling high-stakes appeals and insurance coverage matters, successfully representing clients before Florida’s District Courts of Appeal, the Florida Supreme Court, and the United States Court of Appeals for the Eleventh Circuit. Her work has contributed to significant appellate decisions involving insurance coverage, bad faith claims, construction defect litigation, and commercial disputes. She has also participated in amicus curiae advocacy in cases that have helped shape Florida insurance law.
Before entering private practice, Molly served as a Judicial Intern to the Honorable Sheri Polster Chappell in the United States District Court for the Middle District of Florida and to the Honorable Edward C. LaRose of Florida’s Second District Court of Appeal. These experiences provided valuable insight into judicial decision-making and appellate practice that continues to inform her advocacy today.
Molly earned her Juris Doctor, cum laude, from Ave Maria School of Law, graduating in the top ten percent of her class and serving as Publication Manager of the Ave Maria Law Review. She received her Bachelor of Arts in Government from Dartmouth College, where she was a member of the Division I Varsity Softball Team.
Molly is active in the American Bar Association’s Insurance Coverage Litigation Committee, as well as numerous local and regional bar associations. She has been a featured speaker at the ABA Insurance Coverage Litigation Committee Annual Conference, presenting on risk management through insurance and contractual risk transfer. She has also authored publications for The Florida Bar addressing insurance issues affecting homeowner and condominium associations.
Known for her strategic approach, meticulous legal analysis, and effective advocacy, Molly works closely with clients to navigate complex legal challenges and achieve practical, results-oriented solutions.

Justin Thomas
Justin Thomas joined Boyle Anderson, P.A. in 2014. Prior to joining the firm, he practiced as an associate in a well-established Fort Myers civil and real estate litigation firm. During law school, Mr. Thomas practiced as a student attorney under Michigan’s student practice rule with the Washtenaw County Public Defender’s Office in Ann Arbor, Michigan.
Now, Mr. Thomas focuses his practice in the areas of insurance coverage disputes, insurance claim presentation, bad faith matters, commercial and business litigation, and real estate matters.
Mr. Thomas is a Fort Myers native and is married to his high school sweetheart, Nicole. When not practicing law, Mr. Thomas is likely to be found fishing, hunting, and boating.
Ellen Smith
Ellen G. Smith is a Shareholder at Boyle Anderson, P.A., where she has been a member of the firm since 2014, practicing out of the Tampa office.
Mrs. Smith’s practice centers on risk transfer issues, insurance coverage disputes, and commercial general liability matters, with additional experience in professional liability and directors and officers (D&O) claims. Her claims work frequently involves coverage denials and complex disputes arising from major construction defects, and she is regularly called upon to navigate intricate risk transfer questions, including matters involving Owners Controlled Insurance Programs (OCIP), on behalf of her clients.
A Tampa Bay native, Mrs. Smith began her legal career as an assistant state attorney in the Sixth Judicial Circuit. After three years handling criminal prosecutions, she transitioned into civil practice, joining Boyle Anderson, P.A. as an associate attorney. Today, she represents clients throughout the state of Florida.
Mrs. Smith’s academic path began in the human sciences. She earned her Bachelor of Science from Florida State University in 2008, graduating with honors and earning membership in the Order of Omega Honor Society, the Phi Eta Sigma Honor Society, and the Golden Key Honor Society. She went on to earn her J.D. from Florida Coastal School of Law in 2011, graduating Magna Cum Laude and in the top 3% of her law school class. While in law school, she served on the Moot Court Honor Board and competed in numerous moot court competitions across the country.
Outside the office, Mrs. Smith balances her career with family life. She is happily married and the proud mother of two children.

Alex Brockmeyer
Alexander Brockmeyer joined Boyle Anderson, P.A., in 2015. Prior to joining the firm, Mr. Brockmeyer practiced appellate advocacy and commercial litigation at Rogers Towers P.A., and at a boutique law firm in Fort Myers. During his law school career, Mr. Brockmeyer worked as a Judicial Intern for the Honorable Sheri Polster Chappell of the United States District Court for the Middle District of Florida and as an intern for the United States Attorney’s Office for the Middle District of Florida. He served on the editorial board of the Ave Maria Law Review and graduated fourth in his class. Mr. Brockmeyer obtained his undergraduate degree from the University of Kentucky.

Laura Locklair
Laura Locklair joined Boyle Anderson PA in 2017 and is the managing attorney of the firm’s Charleston office. Mrs. Locklair studied at the University of South Carolina School of Law, where she was a member of the Order of the Wig and Robe.
Laura’s practice is focused on minimizing risk and maximizing insurance recoveries for her policyholder clients. Whether representing owners, developers, contractors, design professionals, manufacturers, businesses, or individuals, Laura assists in guiding disputes involving complex insurance issues to resolution. She has advocated for her clients by seeking to ensure that insurance companies comply with the responsibilities of the policies they write to their insureds in the context of construction and property damage matters, asbestos liabilities, product liability, employment matters, personal and bodily injury claims, and natural disasters including storms, hurricanes, and fires. She also handles bad faith matters, representing clients when insurers fail to meet their obligations under a policy.
In addition to helping policyholders navigate the process of presenting and pursuing claims with their insurers, Laura brings fifteen years of experience representing general contractors and other stakeholders in multi-party construction defect litigation and breach of contract disputes. Her construction litigation background allows her to help clients avoid disputes by effectively evaluating potential exposure, assessing critical litigation trends, and advising on contractual and other means to protect her clients’ interests and transfer risk to third parties.
For matters in litigation, Laura leads her construction industry and other clients through the process of notice and tender, handles requests for information and contests improper denials of coverage, provides guidance regarding litigation strategy, and seeks to maximize available insurance to facilitate settlement.
In 2015, Mrs. Locklair was nominated for a seat on the General Counsel Construction Law Section of the South Carolina Bar. Since that time, she has been active in that organization, including currently (2026-2027) serving as its Chair.

Gregory Evans
Gregory L. Evans joined Boyle Anderson, P. A. in 2016. Mr. Evans is a Martindale-Hubbell “AV Preeminent” Rated Attorney with extensive and recognized experience in complex first-party insurance, third-party insurance and extra-contractual claims. The focus of Mr. Evans’ practice is the representation of individual and commercial policyholders in all aspects of the insurance claim, including claims presentation, coverage denials, litigation, insurance bad faith, and appeals. Mr. Evans’ experience includes the resolution of coverage disputes arising under automobile liability, uninsured motorist, commercial general liability, professional liability, homeowners, property, life, and individual disability policies.
Mr. Evans resides in Saint Petersburg with his wife, Kathy, and their son, Aidan.
Andy Yoho
Andy Yoho joined Boyle Anderson PA in 2019 and is the managing attorney of the firm’s Brevard, North Carolina office. Mr. Yoho is dual licensed in North and South Carolina and maintains an active practice in both states.
Mr. Yoho earned his Juris Doctor from the University of South Carolina School of Law. During law school, he worked for the South Carolina Senate Judiciary Committee and served as President of the Student Bar Association. Mr. Yoho graduated from the University of South Carolina School of Law in 2012. He graduated with honors as a member of the Order of the Wig and Robe and was presented with the James L. Petigru Compleat Lawyer Bronze Medallion.
Mr. Yoho began his legal career as a Staff Attorney for the South Carolina Supreme Court. After moving to private practice in 2014, he gained valuable experience representing contractors, suppliers, and design professionals in construction and design defect litigation, as well as governmental entities, realtors, and private clubs. Mr. Yoho now focuses his practice on representing policyholders in matters involving risk transfer issues in the commercial general liability context, insurance claim presentation, bad faith disputes, and commercial and business litigation.
Mr. Yoho is originally from Ridge Spring, South Carolina, and in his spare time enjoys spending time outdoors with his wife and children.
Thomas E. Shepard
Thomas (“Tom”) Shepard represents policyholders in high-exposure insurance disputes and advises owners, developers, and contractors on the insurance programs that stand behind large construction projects. His practice concentrates in four areas: the placement and negotiation of controlled insurance programs and other project-specific coverage; contract and risk-transfer counseling for contractors and developers; complex third-party coverage litigation, including construction defect claims and losses carrying significant exposure; and civil appeals in state and federal courts.
Much of Tom’s work begins long before a claim exists. He counsels clients on the acquisition and negotiation of insurance for large construction projects, including owner-controlled and contractor-controlled insurance programs. How a program is built — the scope of the wrap, the parties enrolled, the exclusions accepted, and the way the program interacts with the contractual risk transfer around it — determines what recovery looks like years later, when a defect claim finally arrives. Tom structures those programs to withstand that pressure, and to answer to claims that will arise years after the project reaches substantial completion.
That work extends upstream into the contracts themselves. Tom reviews and drafts agreements for contractors and developers with particular attention to the provisions that decide who ultimately bears a loss — indemnity, additional insured requirements, insurance specifications, and the balance of the risk transfer architecture — and rewrites them to close the gaps that tend to surface only once a claim is in suit. He also helps clients streamline their contracting processes and confirms that their forms remain sufficient under the statutes and regulations that govern them.
When a claim is denied or a project loss becomes litigation, he handles first- and third-party coverage disputes involving, inter alia, builder’s risk, commercial general liability, professional liability, cyber liability, and commercial property policies in state and federal courts across a range of jurisdictions.
Tom also maintains an active appellate practice, drafting briefs and advising clients on appeals of civil matters in state and federal appellate courts. He has successfully navigated appeals for clients before the United States Courts of Appeals for the Sixth and Eleventh Circuits, the Supreme Court of Florida, and Florida’s District Courts of Appeal.

Maxwell Stape
Maxwell H. Stape is an Attorney at Boyle Anderson, P.A. and works in our Tampa office. Additionally, Maxwell is a Florida native and a “triple nole” graduating from Florida State University with a Bachelor of Science, Masters in Business Administration, and his Juris Doctorate on an accelerated schedule.
Prior to joining Boyle, Leonard & Anderson, P.A. Maxwell spent several years at a prominent law firm devoted entirely to defense and insurance litigation, where the firm’s clients were large insurance companies across America, Canada, Mexico, Europe, and the Caribbean.
Now, utilizing the knowledge and experience gained defending large insurance companies, Maxwell’s practice focuses on representing policyholders in complex insurance coverage disputes and litigation, including risk transfer issues in the commercial general liability context, first-party property, bad faith, and commercial litigation matters.
With his dynamic experience, Maxwell is involved in all phases of the process. He not only works to ensure his clients are informed from intake to resolution, but also that the solutions provided align with his clients’ needs and goals.
George Featherstone
George H. Featherstone focuses his practice in the areas of insurance coverage litigation, bad faith, general liability, commercial litigation, and business disputes. Mr. Featherstone has represented clients ranging from Fortune 500 companies, regional and local businesses, and individuals.
Mr. Featherstone earned his Juris Doctor degree from Tulane University Law School and his Bachelor of Arts degree in Business Administration from the University of Florida. He is admitted to practice in all Florida state courts and the U.S. District Court for the Middle, Northern, and Southern Districts of Florida.
Anna Shearman
Anna Kelly Shearman joined Boyle Anderson, P.A. in 2022. Her practice focuses on first-party and third-party insurance coverage disputes, bad faith litigation, and appellate advocacy.
Ms. Shearman earned both her Bachelor’s degree and Juris Doctor, magna cum laude, from Florida State University. While attending Florida State University College of Law, she was inducted into the Order of the Coif and served as Editor-in-Chief of the Florida State University Law Review. She also gained valuable federal judicial experience as a legal extern to the Honorable Mark E. Walker, Chief Judge of the U.S. District Court for the Northern District of Florida. In addition, she competed on the law school’s Trial Team and served as a research assistant.
Ms. Shearman is admitted to practice in Florida and before the U.S. Court of Appeals for the Eleventh Circuit, as well as the U.S. District Courts for the Northern, Middle, and Southern Districts of Florida. Her appellate practice includes both state and federal appeals. She is also an active member of the Calusa Inn of Court.
Originally from Dayton, Ohio, Ms. Shearman enjoys painting and distance running in her spare time.
Vincent Grosso
Vincent Grosso joined Boyle Anderson PA in 2023 and is based in the firm’s Charleston, South Carolina office. Vincent graduated magna cum laude from the College of William and Mary, where he double majored in History and Government, and earned his Juris Doctor from William & Mary’s Marshall-Wythe School of Law, the nation’s oldest law school. While there, Vincent served on the staff of the Bill of Rights Journal and as President of the George Wythe Society of Citizen Lawyers.
Following law school, Vincent clerked for both the Honorable Margaret B. Seymour, Senior United States District Judge for the District of South Carolina, and the Honorable Mary Gordon Baker, United States Magistrate Judge for the District of South Carolina. Vincent’s federal clerkships provided him with invaluable experience analyzing complex legal issues, including both procedural and substantive questions of law. This experience also gives Vincent exceptional insight into the litigation process, legal research, and brief writing.
Prior to joining Boyle Anderson PA, Vincent practiced at a well-respected regional defense firm, where he primarily represented design professionals, including architects, engineers, and surveyors, as well as general contractors, subcontractors, and suppliers in complex construction defect cases.
Vincent has successfully represented clients in all South Carolina courts and is well versed in both state and federal appellate practice.
As a dual citizen of the Republic of France, Vincent is fluent in spoken and written French, which brings an international perspective to his practice.
In his free time, Vincent enjoys cooking, trying new restaurants, traveling, cinema, and tinkering with his classic cars.
Kendra Shaw
Kendra F. Shaw joined Boyle Anderson P.A. in 2023 and is based in the Tampa office. Ms. Shaw graduated from the University of Miami School of Law in 2004; and began her career litigating complex commercial and international cargo/freight forwarder cases. Ms. Shaw is an experienced litigator who has practiced in insurance coverage and litigation since 2006, with an emphasis on first-party property and liability matters.
Ms. Shaw also formerly served as general counsel for a homeowners insurance carrier; managing the legal department and handling a variety of corporate matters. Ms. Shaw has extensive experience representing clients in Florida state and federal courts, from the initial claim stages through trial and appeals. Ms. Shaw is admitted to practice in Florida state courts, as well as the U.S. District Courts for the Middle, Northern, and Southern Districts of Florida.
Cory Wilkinson
James “Cory” Wilkinson joined the firm’s Tampa office in 2023 and focuses his practice on representing policyholders in insurance matters, including first-party and third-party litigation, claim presentation, bad faith, and coverage issues in the commercial general liability context. He is a member of the Florida Bar, with admission to practice in all Florida State Courts. Cory is also admitted to practice in the United States District Court for the Middle District of Florida.
Prior to joining Boyle Anderson P.A., Cory was a partner at a statewide insurance defense firm where his practice primarily involved defending insurance carriers in first-party property insurance litigation.
Originally from the Tampa Bay area, Cory obtained his undergraduate degree from the University of Texas at Austin before returning to Florida and earning his law degree from Stetson University College of Law. He lives in St. Petersburg, Florida with his wife and two sons and their dog.
Austin Westergom
Austin Westergom is a member of the Texas and Florida Bar associations. Austin is based in the Tampa office of Boyle Anderson, P.A., and his practice primarily focuses on complex commercial litigation, including first- and third-party coverage disputes. Prior to joining our firm, Austin spent several years practicing with national insurance defense firms in Texas.
Austin completed his undergraduate studies in Economics at Florida State University, where he was selected as a Presidential Scholar and Global Citizenship Award recipient. While at FSU, Austin studied business law abroad in London and successfully defended his Honors in the Major thesis on “The Economic Impact of Asylum Migration in Sweden.”
Austin obtained his law degree from the University of Texas School of Law. While in law school, Austin received the Dean’s Achievement Award for top marks in Negotiations as well as the Parents Leadership Association Endowment for Excellence. Austin served as a student attorney in the Entrepreneurship and Community Development Clinic and was an active member in the Texas Real Estate Law Society. Austin also clerked for the Honorable Cory J. Ciklin of the Fourth District Court of Appeals in West Palm Beach, Florida.
Austin is a native Floridian, having grown up in Sebring, Florida. He is an avid fan of Florida State and Manchester United. He enjoys golfing, fishing, and spending time with his wife, their two kids, and their dog.
Cory Weatherholt
Cory Weatherholt joined Boyle Anderson, P.A. in 2024 and is based in the firm’s Tampa, Florida office. A native of Evansville, Indiana, Cory earned his Bachelor of Arts in Political Science and Pre-Law from Bellarmine University in Louisville, Kentucky, where he also was a member of the university’s baseball team. He went on to earn his Juris Doctor, cum laude, from the Charleston School of Law, graduating as a Presidential Honors Scholar and recipient of the CALI Award for Legal Research, Analysis, and Writing.
Before joining Boyle Anderson, Cory practiced in the areas of business and commercial litigation, insurance defense, and workers’ compensation, gaining substantial experience in complex motion practice, depositions, and client advocacy throughout Florida.
Outside of the office, Cory enjoys spending time with his golden retriever, staying active outdoors, and exploring the Tampa Bay area.
Clinton T. Magill
Clinton T. Magill, Esq., joined Boyle Anderson PA in 2025 and is currently Of Counsel with the firm’s Charleston office. Mr. Magill focuses his practice on representing policyholders with respect to risk transfer issues in commercial general liability matters, insurance claim presentation, and bad faith disputes, as well as businesses and owners in connection with commercial disputes and contract negotiations. His experience has also equipped him to handle complex issues in other areas of the law, and he has a knack for developing unique strategies for clients and prospective co-counsel who are presented with novel or otherwise difficult legal issues.
Mr. Magill graduated with a B.B.A. in Accounting from the University of Miami (FL) and began his career as a financial analyst for an international cosmetics company before transitioning into a legal career. He studied at Charleston School of Law, where he graduated summa cum laude in 2016. That same year, Mr. Magill gained admission to the South Carolina Bar and began his legal practice by primarily representing owners, developers, contractors, subcontractors, architects, and engineers in connection with design and construction defect litigation involving both commercial and residential properties, while also gaining experience in insurance coverage matters and bad faith litigation.
Driven by his creative instincts and fulfillment from intellectual strategy, he eventually expanded his capabilities across numerous areas of law, including business law and commercial disputes, real estate matters, appellate practice, securities fraud, mass torts, and banking and finance litigation. Throughout his practice, Mr. Magill has served clients as plaintiff’s counsel (including a class), defendant’s counsel, and as personal or outside general counsel in non-litigation matters.
Mr. Magill has been annually selected for inclusion on the Super Lawyers Rising Stars List since 2024 and has been recognized in Best Lawyers: Ones to Watch in America for work in nine different categories:

Mr. Magill was born and raised in Charleston, South Carolina, where he returned to pursue his legal career after residing in Miami, Florida, for six years during and after college. David Dougherty
David Dougherty joined Boyle Anderson PA in 2026 and works out of the firm’s Tampa office. He focuses his practice on insurance coverage disputes and risk transfer issues in the commercial general liability context.
Prior to joining Boyle Anderson PA, Mr. Dougherty led a large Staff Counsel operation for a national insurance carrier in Florida, specializing in first-party automobile insurance litigation, appellate strategy, and statewide litigation management. He has more than 20 years of experience in first-party automobile insurance litigation, including Florida first-party insurance matters related to Personal Injury Protection (PIP) coverage and Comprehensive coverage.
Mr. Dougherty graduated from the University of South Florida with a Bachelor of Arts in Criminology. He attended the University of Dayton School of Law as a Presidential Scholarship Recipient and graduated with his Doctor of Jurisprudence degree in 2003. While in law school, he competed in the National Moot Court Competition in Bankruptcy Law and was a member of the Hispanic Law Association and the Cyberspace Law Association. Mr. Dougherty gained practical legal experience through several internships, including work with criminal defense and intellectual property law firms and at the State Attorney’s Office in the Juvenile and Misdemeanor Divisions.
Mr. Dougherty is a fourth-generation Tampa, Florida native and a member of the Jesuit Bar Association. He is licensed to practice law in Florida and admitted to the bar of the U.S. District Court for the Northern District of Florida. Mr. Dougherty’s interest in the legal profession was influenced early on by his mother, who worked for over 35 years as a paralegal in the field of commercial real estate transactions.
Jason Ciofalo
Jason M. Ciofalo joined Boyle Anderson PA in 2026 and is based in the firm’s Tampa office. Jason has practiced law since 2001 and focuses his practice on insurance coverage disputes, first-party property matters, insurance claim litigation, and related civil matters.
Before joining Boyle Anderson PA, Jason represented homeowners and businesses in property insurance disputes arising from residential and commercial losses, including claims associated with the 2004 Florida hurricanes, Hurricane Katrina, Hurricane Ike, and Tropical Storm Isaac. His experience includes claim evaluation, discovery, motion practice, settlement negotiations, mediation, and litigation in state and federal courts.
Jason previously founded and managed his own law firm, where his practice included first-party property claims and flood insurance disputes involving FEMA and the National Flood Insurance Program. He also has substantial experience representing policyholders in insurance coverage and bad faith matters.
Jason earned his Bachelor of Arts, magna cum laude, from the University of Tampa, where he double-majored in political science and psychology. He received his Juris Doctor from Nova Southeastern University’s Shepard Broad Law Center and later earned an LL.M. in International and Comparative Law from Georgetown University Law Center. Jason has received an AV Preeminent® peer-review rating from Martindale-Hubbell.
